    UGANDA

    Dear Honorable Minister,

We would like to congratulate you on your recent commitment to sign and ratify the Framework Convention on Tobacco Control (FCTC) by September 2003, announced in your speech at the Tobacco Control Symposium on Thursday 21st August.

Your commitment represents a tremendous victory for public health. By quickly ratifying and implementing the FCTC, you will help to reduce preventable illness and death among Ugandans, and to be an example to the world of putting the interests of public health over trade.

No doubt your experience in combating HIV/AIDS and the SARS epidemic has taught you that early action is the key to success in fighting epidemics.

By signing and ratifying the FCTC soon, Uganda will gain great international recognition for its speedy moves in favor of public health, and further develop the strong respect that the African region gained during the FCTC negotiations, for its willingness to fight hard for a strong treaty that was being attacked by the tobacco interests and the countries which represent those interests.

We congratulate you once again and look forward to hearing the news of your ratification of the FCTC.

    Sincerely yours,
