Hon. Minister of Health Brigadier Jim Muhwezi, RE: RATIFY THE FRAMEWORK CONVENTION ON TOBACCO CONTROL BY 8TH NOVEMBER On 5th March 2004 Uganda signed the Framework Convention on Tobacco Control-the world's first ever global public health treaty. This was a commendable step towards protecting public health. However,Uganda must urgently ratify the FCTC before November 8th 2005 in order to participate in the first meeting of the FCTC Conference of the Parties (to be held Feb. 6-17, 2006, Geneva) where important international decisions regarding implementation of the FCTC and funding will be made. The Framework Convention on Tobacco Control (FCTC) came into force on February 27, 2005. It aims to protect present and future generations from devastating health, social, environmental and economic consequences of tobacco through comprehensive tobacco advertising bans, price and tax increases, health warning labels on tobacco products and measures to protect people from second-hand smoke, among other control strategies. The international tobacco control community, having confidence in your intergrity and commitment to public health, urges you to ratify the FCTC before 8th November.Tobacco is the leading cause of preventable deaths in the world, claiming 5 million lives each year.WHO predicts this figure will reach 10 million by 2030 with 70% of those deaths occurring in developing countries, like Uganda, if swift action action is not taken. To date 89 countries (representing 64.4% of the worlds population) have ratified the Framework Convention on Tobacco Control. It is worth remembering that African nations played a lead role during the FCTC negociations. Africa's voice must be heard and Uganda's international leadership must be present at this crucial implementation stage. Twelve African countires have already ratified the FCTC including neighbouring Kenya and many more are set to ratify by 8th November 2005. The world's number one exporter-Japan ratified the FCTC.The world's leading tobacco producers (China, India Turkey) have ratified the FCTC. The world's leading tobacco leaf exporters(Great Britain, Germany, Japan,Netherlands and Turkey) have also ratified. Even China- the world's highest consumer of cigarettes and the world's leading cigarette manufacturer recently ratified the FCTC and will be presentnt at the conference of parties in February 2006. Surely, what is stopping Uganda from claiming her seat at the table? I urge you to take a firm stand and submit the FCTC to cabinet for immediate ratification. The international community is counting on you and Uganda( a global leader in public health issues) to ratify the Framework Convention on Tobacco Control before 8th November, and join the rest of the world make important decisions that will save precious lives in Uganda and around the globe. Yours sincerely,
